In order to do so, you will first need to secure an ICP license to launch your website. This webpage provides information to help you procure an ICP license.
ICP (Internet Content Provider) license is a permit issued by the Ministry of Industry and Information Technology (MIIT) of China that allows websites to operate in China. All websites delivering content from servers in Mainland China are legally required to have an ICP license. Thus in order to deliver content in Mainland China using China CDN, you will need an ICP license. The ICP license numbers for Chinese websites can often be found on the bottom of the front webpage. The ICP numbers typically look like 京ICP证123456号 or 京ICP备12345678号

In addition to an ICP filing or ICP license, you will also need a separate license called the PSB Bei’An (not to be confused with the ICP Bei’An above). You should procure a PSB Bei’An by submitting an application to the Public Security Bureau.
Your ISPs in Mainland China will submit the ICP license application to MIIT. It takes about 20 business days to process the application.
